More than 500 participants from the people, public and private sectors attended the annual S21 conference. This year, a 2-day fair titled 'The Wonderful
World of Volunteers' was organised in conjunction with the conference.
Opening Address
Mr David Lim, Minister of State for Defence and Information and the Arts and Chairman of the Singapore 21 Facilition Committe, gave his take on the progress of S21 since it was launched two years ago. (read speech) Presentations Presenters from Keppel Group, Shanghai Singapore Business Association, and Tanjong Pagar CDC shared on how the Singapore Heartbeat is fostered by their organisations.

Key note address In his key note address, DPM Lee Hsien Loong urged Singaporeans to understand and work cohesively together to tackle problems as the nation faces an economic downturn. He was encouraged that many Singaporeans, whether as organisations or as individuals, have made more efforts in to improve the lives of fellow Singaporeans. (read speech)
"...active citizenship is not only about getting Singaporeans to speak up and debate what the government should do" Question-and-Answer Session The conference ended with a Q&A session which broached issues ranging from giving wayward youths a second chance, to how we should engage Singaporeans to think beyond bread and butter issues.
The Wonderful World of Volunteers After the conference, the participants were led by the award-winning percussion band Rythm Masala to Suntec City Entertainment Atrium where DPM Lee launched the "The Wonderful world of Volunteers" Fair. This fair aimed to give visitors a taste of the diverse opportunities for volunteer work. About 20 volunteer host organisations such as Agilent Technologies, ethnic self-help groups, and the Singapore International Foundation occupied fair set up booths that presented interactive activities and displays. There were also stage performances and games that entertained about 14,000 visitors over the 2-day fair.
