Dr Tan Chi Chiu, CEO of Singapore International Foundation) spoke about S21 at Links 2000, a Singapore students' symposium in Philadelphia jointly organised by Contact Singapore and SIF. His keynote address was titled "Process Not Perfection: Singapore 21 and Its Implications for Overseas Singaporean Students". Dr Tan reported that S21 stimulated a positive response from the participants.
